Ranchi: A draft amendment has been prepared in the rules regarding the transfer of primary to plus two teachers of the state. The committee constituted under the chairmanship of the Director of Secondary Education has submitted its report to the Education Secretary regarding the amendment in the rules. After the consent of the Secretary, Department of School Education and Literacy, a revised manual will be prepared.
The manual will be sent for the concurrence of the Education Minister. After this the manual will be sent to the Law and Personnel Department. After the consent of these departments, the rules will be sent for the approval of the cabinet. Necessary process for amendment of rules will be completed soon. In the amendment of the rules, it has been suggested to implement the provisions of the rules of the year 1994 again regarding inter-district transfer.Those teachers who are not from Jharkhand can also be given the opportunity of district selection as per their wish. Under this, teachers in the state will get the opportunity of inter-district transfer during the entire service period after completing five years of service. Under this, teachers can also choose their home district. There will be no compulsion of one year for the transfer of women teachers.
In the rules of the year 2019, the provision of inter-district transfer of teachers was abolished under normal circumstances. In the manual, there was a provision for inter-district transfer only in the event of both husband and wife being a teacher if they were suffering from disability and serious disease. Teachers’ unions were opposing it. The teachers’ organizations demanded that they should be given an opportunity of inter-district transfer during the entire service period.The committee constituted under the chairmanship of the Director of Secondary Education has given its proposal regarding amendment on five points in the rules of the year 2019.
